Purchasing Policy

The Board’s policy is that the Road Commission be in compliance with Public Act 251, which states that the Purchasing Department shall advertise and request sealed bids for machines, tools, appliances, services on any expenditure exceeding $10,000, except under emergency conditions. For purchases under $10,000, the Purchasing Department may obtain price quotations either by fax, written or verbal. When the Board elects to contract for the construction or reconstruction of roads or bridges, the Road must advertise for sealed proposals if the cost is expected to exceed $20,000.

Advertisements for sealed bids are published in the Grand Rapids Press, BID Section (normally on Sunday), on the Kent County Road Commission’s Purchasing web site and through PlanWell at www.veenstra.com for construction/reconstruction projects. BID LIST APPLICATION

If you would like to be on the Road Commission’s Bidders List, please complete a Bid List Application Form and return by mail to Kent County Road Commission, Purchasing Department, 1500 Scribner Avenue N.W., Grand Rapids, MI. 49504, or by fax to 616-242-6980.

Submission of the completed form will allow your company to be put on the list of prospective bidders. The Purchasing Department shall send out the Invitation to Bid or Requests for Proposals or Quotes to the appropriate vendors maintained on the Bidders file.

Failure to respond to Bid Invitations, Requests for Proposals or Quotations shall justify the removal of the vendor’s name from the Bidders list.

No Late Bids, Faxed Bids or Email Bids will be accepted.
